Can someone without a bank account get a credit card?

hello. i am wondering if it brings down your credit to transfer 3000.00 from one card (10.9%) to a new card with a 1yr no interest and 8.9% after that. (i already looked for hidden fees and understand the disclosure) its been a while since i applied for a card and was wondering if they do not give me the 8.9% do i have to still have to sign up?
